3rd link: “My report is out of date”, says Bruno Massicotte


Author in 2015-2016 of a report on the 3and link, engineer Bruno Massicotte found it “a bit bizarre” to hear Minister Bonnardel rely on his study on Thursday to justify the new version of 3and link. Here’s what the professor at École Polytechnique de Montréal had to say about it:

  • “My report is outdated. My study is a bit outdated.
  • “I am surprised that my study has not been updated. I’m a little disappointed. In six years, they could have done something better. Probably that the studies in progress are not conclusive or that there are too many question marks”.
  • “The estimate (of $6.5 billion) they made seems very rough to me and it’s probably because they have a lot of question marks on technical elements. This prevents them from having a very fair estimate.
  • “It shouldn’t come as a surprise that in six months or a year they come up with something quite different and tell us it’s better. What is important is to move forward and consider different options. Either a tunnel elsewhere, or a bridge elsewhere, or both”.
  • “There are elections in October. They said (in 2018) that this project was going to start before this election. They are obliged to start something even if it is less advanced. They are trying to save time.
