10-year-old girl attacked: the accused not criminally responsible, says a shrink


The Montrealer accused of violently attacking a 10-year-old girl in the middle of the street should be declared not criminally responsible, according to the conclusions of a psychiatrist.

“It’s a report that appears very complete, the family will be notified immediately,” explained Me Annabelle Sheppard of the Crown, just after Tanvir Singh’s return to court this Wednesday at the Montreal courthouse.

Singh, 21, has been detained since mid-March, the day he allegedly attacked a 10-year-old child returning from school in the Pointe-aux-Trembles district. In a completely gratuitous way, he would have thrown the little girl to the ground before hammering her in the face.

“It’s a public danger,” commented the victim’s aunt, calling the accused a “monster”.

Charged with aggravated assault causing bodily harm and unlawful possession of a weapon, Singh was declared fit to stand trial. The next step was therefore to find out whether, at the time of the alleged facts, he was able to understand the nature of his actions.

And the answer of a psychiatrist who evaluated him is “no”, it was announced to the court on Wednesday.

But before declaring him not criminally responsible on account of mental disorder, the Crown asked for a delay in order to better read the report.

“If he is declared not criminally responsible, that does not mean that he will be released, he could be detained at the Philippe-Pinel Psychiatric Institute”, however recalled Me Sheppard.

The next hearing will take place in two weeks. Depending on the content of the report, which is not public at this stage of the proceedings, the Crown could also request a second opinion.
