SICT will tender MIA for Mesa de Otay II border crossing


Just this week, the Secretariat of Infrastructure, Communications and Transportation (SICT) received proposals from three companies interested in carrying out the Environmental Impact Statement (MIA) necessary to begin construction of the 1.2 km Mesa de Otay II international border crossing in Tijuana Baja California, which is a public-private partnership that requires 2.8 billion pesos.

The project was announced at the National Palace in October 2020, as part of the first infrastructure package promoted by the business sector that would help reactivate the economy affected by the Covid-19 pandemic. Its construction start date was set for December 2021.

Based on information released by the Ministry of Foreign Affairs (SRE), the crossing between Tijuana and San Diego will be ready in 2024, it will have ten interchangeable lanes depending on traffic (five for light cars and five for cargo vehicles), It will have real-time information (issued by an intelligent transportation system) and was designed by UNAM.

The MIA to perform

To speed up the work related to the bidding for the work, the SICT chose to invite at least three companies and those that submitted their economic and technical proposals this Monday were: Specialized consulting services on environmental impact and risk (their offer to do the MIA was 517,242 pesos), Ecosfera consultancy, development and environmental supervision (591,167 pesos) and Grupo Selome (787,802 pesos). All amounts are plus VAT.

The ruling is scheduled to be announced on June 22 and 60 days are contemplated to prepare the document that must later be delivered to the Ministry of Environment and Natural Resources (Semarnat), which will take about five months to respond. .

The document to be prepared must contain, at a minimum: a comprehensive waste management plan, conservation and protection actions for flora and fauna, soil conservation actions and a water plan.
