YouTube disabled HD video streaming for Play Movies purchases due to an issue

If you rent a movie through Google Play Movies & TV, or Google TV, as new app released in some areas it's called: you can play it via YouTube on the web. However, some users have found that YouTube limits the quality to 480p even for those who rent HD movies.
