Against the clock, SICT manages rights of way for the AIFA

69 days after the inauguration of the Felipe Ángeles International Airport (AIFA), the Secretariat of Infrastructure, Communications and Transport (SICT) invited four companies to carry out the technical and topographical work for the release of the right of way of the properties in the accesses Tonanitla, San Jerónimo junction and military zone.

The works are expected to begin (without advance payment) on February 1st and conclude 90 calendar days later.

The firms participating in the bidding process, in which the extension of the rights of way is not specified, are: Ecosfera, consultancy, development, environmental supervision, Élan consultants and services, Corporativo Osorio and tecna engineering and Buildings.

“It is necessary to release the right of way, this is to acquire in favor of the Federal Government, through public or private law, the required real estate, which has a certain degree of complexity, in addition to the lack of human resources to serve them in the SICT Center. (State of Mexico), reported the agency.

According to information from the Ministry of National Defense (Sedena), the Tonanitla access will be the main and toll-free access to the new airport. For its construction, it was divided into various sections where the assigned companies, including ICA, are already working.

In the contest information, where the economic and technical proposals are scheduled to be delivered on January 19, it was specified that the magnitude of operations involved within the current government’s National Infrastructure Program, “which includes the most important highway of the last decades”, has caused that the dependency does not have personnel with experience to carry out the required services.

Based on the clarification document, dated January 13, it is specified that companies interested in performing consulting services will have to present a written statement of whether or not they are affiliated with the Mexican Chamber of the Construction Industry (CMIC).

In said document, it is only stated that Élan Consultores was the only one interested in asking a question, which was to request that the term of execution of the works be extended from 60 to 90 days due to its complexity and volume, which was accepted by the SICT. .

The chosen company must prepare “the survey and inventory and descriptive file of the goods corresponding to each affected property. It includes a photographic memory of each one of the concepts based on the opinions of the Institute of Administration and Appraisals of National Assets that the unit will deliver, likewise, it must include the detailed survey of the constructions, indicating square meters built, type of materials used in the same, etc.”
