The period to process the continuity of the terraces of Barcelona open in pandemic begins

The restorers who obtained an extraordinary permit in Barcelona To win or expand a terrace as a result of the pandemic – more than 3,600 cases – they will be able to request from tomorrow Saturday the continuity of the corresponding municipal license, the city council reported this Friday in a statement. The request to regularize these spaces may be processed online until February 28.

In this way, provisional permits expire today and tomorrow. will be automatically extended until February 28or, so that within that period it can be requested to regularize and transform “into an ordinary license of the public highway for the installation of terraces”.

The consistory specifies that continuity will be conditional on the technical guarantee of the city council and compliance with the criteria of the 2018 ordinance regarding distances, neighborhood crossing areas and accessibility conditions, among others.

This procedure, indicates the city council, is foreseen in the modification of the terraces ordinance, which will also come into force tomorrow and which, according to the statement, “will allow gain space on the road to consolidate the terraces that have been located in recent months to support the sector “.

In the process, the city council specifies, “the consolidation of the terraces on the road will be prioritized in an orderly manner and avoiding dispersion and fragmentation. “Those restaurateurs who want to keep the terraces on the road must have an accessible, approved and safe” furniture-platform “in which to place the tables and chairs.

“That will allow – they add in the note – to move forward the process of removal of the provisional elements (concrete blocks and yellow pivots) to leave behind the provisional nature of the pandemic.”

Ready in summer

According to the consistory, the forecast is that the terraces located on the road will have the obligatory approved furniture in summer, so that, it states, “2022 will be the year of the definitive disappearance of concrete blocks and provisional elements of the streets of the city “.

These platforms will be mandatory when the terrace is located totally or partially on the road and must be included in the city council’s decalogue of urban elements, as well as the seven models designed in collaboration with the sector for installation on corners or in parking areas. .

The ordinance also regulates the placement of umbrellas and the use of windbreaks or planters between the platform and the sidewalk is not allowed.

The city council, he insists, will launch a line of grants to the installation of terraces on the road for a value of up to four million euros, which can only be accessed by owners of existing ones or extensions to the road. Aids of up to a maximum of fifty percent of the amount of the furniture will be granted and depending on the type and the requirements of the call.

The city council points out that, if the continuity of a license is not processed, it will be considered a resignation and the consistory will withdraw it. On the other hand, requests from the terraces will be denied in the event of repeated offenses in the commission of serious offenses in the last six months or if in your area “there is a special saturation of establishments that endanger the balance between activities and the needs of the resident population “.

Exceptional measure

In May 2020, the consistory “deployed a series of extraordinary actions to respond to the health crisis of COVID-19 with the installation or expansion of terraces,” he emphasizes. “It was about giving support to the restoration, favoring the viability of the establishments and doing it in a way compatible with a more lively and accessible public space and compliance with sanitary measures “.
