The Metropolitan Housing Consortium (CMV) has announced this Tuesday the start of the period for submitting applications for aid for the rehabilitation of flats, within the framework of a program by which the body of the supra-municipal entity plans to fix 13,650 homes between 2022 and 2026 with an associated budget of 172 million euros, of which 100 will come from the European post-Covid recovery funds, the Next Generation, and 72 will be contributed by the homeowners.

Flats with four decades

The Metropolitan Area of ​​Barcelona calculates that in the 35 municipalities that surround Barcelona there is a total of 424,147 homes that were built before 1981. The amount represents 70% of the total number of flats in these locations, 607,756. With four decades behind them, most of the houses built before 1981 suffer the foreseeable damage due to their age and lack of conservation.

Also weighing is the fact that the construction techniques used at the time are the cause of what the AMB considers to be a significant poor energy performance: insulation that does not work satisfactorily, insufficient ventilation.

The pandemic exacerbated the need to act on an aging park, such as the metropolitan one, and the Metropolitan Council of the AMB took it into account when approving, in December 2020, the Metropolitan Housing Rehabilitation Plan. A plan that has received a decisive financial backing for the contribution of European Next Generation funds by the Ministry of Transport, Mobility and Urban Agenda, resources provided for the rehabilitation of homes.

“This call involves a specific action, not a project to be defined”, Balmón underlined, adding about the effects that the plan will have: “With actions of this type we will guarantee a new life for rehabilitated homes that will last for decades. We will also generate employment and increase social cohesion.”

37.7 million this year

Of the 100 million euros that will be granted in aid, this first year 37.7 million will be granted. The program plans to renovate the housing stock to improve its energy efficiency and the integration of renewable energy sources. Among the reforms that will be carried out are the renovation of facades and roofs, with the addition of insulation, the construction of new elevators and the updating of community facilities.

The Metropolitan Plan for Housing Rehabilitation prioritises intervention where the greatest social vulnerability is detected. The factors that will determine the areas in which action will be taken are the following: the age of the buildings, the available family income, the ability to manage and attract subsidies from the communities of owners and energy consumption.

21,400 per home

Depending on the energy efficiency achieved once a building has been rehabilitated, the aid granted can reach up to 80% of the cost of the rehabilitation, with a maximum cost of 21,400 euros per dwelling. In cases of great economic vulnerability, the subsidy can reach 100%.

The subsidy will be paid to the community of owners and will be registered in the property registry as a charge: the amount will have to be returned with the updated CPI in the event of the sale of the home. In addition to subsidies for rehabilitation works, the call provides for aid of up to 3,000 euros for works to improve energy efficiency within homes that cover up to 40% of the amount.
