SICT appoints Ricardo Torres Muela as dispatch manager in the general management of Seneam


The Secretariat of Infrastructure, Communications and Transportation (SICT) announced this Monday that he appointed Ricardo Torres Muela as head of dispatch in the general direction of Navigation Services in the Mexican Air Space (Seneam), after the departure of Víctor Hernández.

“The official has 43 years of experience as an air traffic controller and has a degree in business administration,” the SICT detailed in a brief message posted on its social networks.



This designation was given one day after the resignation of Víctor Hernández was notified, after various operational incidents related to the ground proximity warning system (GPWS) were recently reported and a tense meeting held last Saturday between industry participants.

Incidents recorded by the International Air Transport Association (IATA) during the last year, it was reported, were related to the implementation of the redesign of the airspace in the Valley of Mexico, necessary for the entry into operation of the Felipe Ángeles International Airport (AIFA).

After Hernández’s resignation from Seneam was announced, the undersecretary of Transportation, Rogelio Jiménez Pons, said that the official created a bad work environment among air traffic controllers, which caused real problems that must be solved, among them : lack of training and workloads, which can eventually lead to incidents.

“If there is a good environment in the adjustment stages of any system, you will be able to receive opinions and take them into account, but we see that this did not happen in the implementation of the new airspace and it has affected the industry. Nobody agreed with him (Víctor Hernández), nobody spoke well of him in the meeting we had. He was left in office because he had to finish his task of starting AIFA and that has already happened. Since this Sunday morning the decision was made to leave him, ”Jiménez Pons said on Sunday.

The new appointment also comes after the Secretary of the Interior, Adán Augusto López Hernández, met on May 9 with representatives of operating airlines, authorities from the Secretariats of Communications and Transportation, National Defense and the Navy; as well as the International Airport of Mexico City and the Felipe Ángeles International Airport (AIFA).

The Secretary of the Interior (Segob) explained that during this meeting it was “agreed to order the airport system of Mexico City”, without offering more details of the measures to be implemented.
