An integrity commissioner recommends that Ward 14 Coun. Terry Whitehead’s salary will be taken from him for a month.

The commissioner’s report will be presented to the city council on Wednesday. Produced by Principles Integrity, the commissioner found that Whitehead violated Hamilton’s code of conduct by questioning staff during a committee meeting on September 11, 2020.

The report describes his questioning during the discussion about the Aberdeen Road design as “hostile” and “aggressive”, and constituted “harassment” and “intimidation” of the staff member.

Interviews with top management and colleagues revealed a “consistent pattern of behavior” on the part of the Coun. Whitehead, which occurs when you object to information submitted by staff.

The findings continue to describe the damage to staff and the culture of respect in the organization as “significant and lasting.”

In addition to the 30-day loss of pay, the report recommends that Whitehead be “restricted” in its communications with staff for the remainder of this period on the council.

The District 14 councilor returned to work last week after a seven-month medical leave.

The integrity commissioner says Whitehead’s legal counsel was informed in June 2021 that the final report to the council would be delayed, pending his return to work.
