Officials will be able to advertise revocation starting this Friday


The Presidency of the Republic issued yesterday, March 17, hours after it was approved by the Chamber of Senators, the decree that interprets the scope of the concept of government propaganda, so that as of this Friday the servers The public will be able to promote the Revocation of the Mandate of the President of the Republic, Andrés Manuel López Obrador.

In the morning, the plenary session of the Chamber of Senators approved by 67 votes from Morena, PT, PVEM and PES, and 25 from PAN, PRI, MC and PRD against, the minute that interprets the scope of the concept of government propaganda, a principle of impartiality and application of sanctions contained in the General Law of Electoral Institutions and Procedures, and the Federal Law of Revocation of Mandate.

According to the decree sent to the Federal Executive for its promulgation, it is pertinent to interpret the concept of government propaganda, the obligation of public servants to impartially apply the public resources that are under their responsibility, as well as the application of sanctions under the principle of strict law, due to the diversity of interpretations and even contradictions that have been given to these terms by the electoral authorities.

In its first article, the opinion of the United Commissions of the Interior and Second Legislative Studies specifies that the following should be understood as a concept of government propaganda:

“The set of writings, publications, images, recordings and projections disseminated, under any form of social communication, charged to the public budget, specifically labeled for that purpose, by a public entity (powers of the Federation, states, municipalities and territorial demarcations of Mexico City, as well as autonomous constitutional bodies, or any other dependency or entity of a public nature), in order to disseminate the work, actions or achievements related to its purposes, or information of public interest referred to to the welfare of the population, whose characteristics must conform to what is stated in article 134, eighth paragraph of the Constitution.

“The expressions of public servants do not constitute government propaganda, which are subject to the limits established in the applicable laws. Information of public interest does not constitute government propaganda either (…) which must be disseminated in any format by public servants.”

The second article establishes that the public servants of the Federation, states, municipalities and territorial demarcations of Mexico City are obliged to impartially apply the public resources under their responsibility, without influencing the fairness of competition between political parties.
