The Congress of Deputies celebrates this Tuesday an act on the occasion of the 40th anniversary of 23-F chaired by Felipe VI. The sanitary restrictions have forced to design a very reduced act, but in which there will be empty chairs: the spokesmen for PNV, Bildu, ERC, JuntsxCat, Compromis, CUP and BNG have declined the invitation. All of them are priority partners of the Coalition Government of Pedro Sánchez and Pablo Iglesias.

The seven parties have different and different reasons for their absence, but they all share the idea that “there is no reason“to commemorate a coup d’état. That day, they recall, highlighted the role of the then king, Juan Carlos I, who has been out of Spain since last summer to prevent the news about his fortune abroad from damaging the image of the Crown that today his son, Felipe VI, embodies.

The absent spokesmen will take advantage of the anniversary to publicly show their position against an act of these characteristics. Before the president of the Congress, Meritxell Batet, receives King Felipe VI in the San Jerónimo race, there will be a joint appearance to “reject” the act of the ERC spokesperson, Gabriel Rufián; his counterpart from Bildu, Mertxe Aizpurua; the CUP spokeswoman, Mireia Vehí; the deputy of JuntsxCat, Jaume Alonso-Cuevillas and the BNG spokesperson, Nestor Rego. For its part, the PNV justifies its absence with that it asked to declassify the 23-F documents and its initiative was blocked.

Flanked by the representatives of the main institutions of the State, Felipe VI will enter the Congress through the Puerta de los Leones and will go to the Desk room, where he will greet the guests.

There will be the two rapporteurs of the Constitution who are still living, Miquel Roca and Miguel Herrero and Rodríguez de Miñón; the four vice presidents of the Government: Carmen Calvo, Pablo Iglesias, Nadia Calviño and Teresa Ribera; the leader of the opposition, Pablo Casado; the members of the Bureau of Congress and the spokespersons of the groups with parliamentary representation that will attend, including the representative of United We Can, Pablo Echenique, one of the most combative voices against the Crown.

Once the participants enter the Hall of Lost Steps, the event will be opened by the president of the Congress, Meritxell Batet and then the king will speak. The expectation about the content of the messages that they will transmit is maximum, especially due to the leading role of Felipe VI’s father on 23-F.

The deputies who declare themselves republicans prefer that Batet avoid pronouncing on the figure of the emeritus monarch. On the 30th anniversary of 23-F, the then president of Congress, Jose Bono, stressed that Juan Carlos I did “that night more for the monarchy than all his ancestors put together.”

With great expectation the content of the message transmitted by the monarch is also expected, from whom it is expected that value the triumph of democracy that 23-F just when a government party, United We Can, has opened an unprecedented debate in democracy: Pablo Iglesias and theirs defend that in Spain there is no democratic normality in the year 2021.

After the act by 23-F, the plenary session of the Congress of Deputies will debate a non-law proposal presented by ERC in which the Government is urged to revoke the inviolability of the head of State and to withdraw the apologetics to Juan Carlos I and others members of the Royal Family such as Queen Sofía, Queen Letizia and Princess Leonor.

Based on the “democratic principle “and” of equality, ERC will ask that they be removed “the prerogatives of inviolability and irresponsibility that can protect criminal or irregular behavior of the person of the head of state, the Royal House and any member of the Crown. “
