Since the deadline has been set for October 15, I suggest implementing a very short transitional measure that would allow the service to be maintained: offer people who are ready to be vaccinated by the 1is October to remain on duty after October 15, provided they make an appointment for their second dose in October. That way, we could keep more staff, while encouraging people to get vaccinated quickly.
This measure would perhaps not be sufficient to convince the fiercest opponents, but in my opinion represents a desirable compromise to reduce as much as possible the consequences suffered by workers who remain at the front.
