“We face an increasingly complex phenomenon and the response must be comprehensive and shared,” he said.

He added that building bridges of understanding throughout the region helps generate a new narrative and allows focusing on similarities and responses, rather than differences, since migration in the region is complex and the pandemic has had an impact on flows. However, he said, despite the pandemic, migration did not stop, since even the activity of migratory flows has reactivated in recent months, returning to the levels of 2019.
