President Andrés Manuel López Obrador eliminated through an Executive agreement any procedure that is required to carry out the projects and works of his government.

Among his reasons, he explains that he seeks to achieve economic growth, increase opportunities for the most lagging regions, and achieve social well-being.

With a provisional permit that will be issued in five days –or the application of the fictitious affirmative, after that period–, the Mexican government will be able to carry out any project or work by virtue of which it considers them to be of public interest and national security.

Yesterday was published in the Official Gazette of the Federation (DOF) the agreement that declares of public interest and national security, as well as priority and strategic for national development, projects and works of the government of Mexico.

The projects and works of the government of Mexico considered in the agreement are infrastructure of the sectors of communications and telecommunications, customs, border, hydraulic, water, environment, tourism, health, railways, railways in all its modalities, energy, ports, airports. Plus those that due to their purpose, characteristics, nature, complexity and magnitude are considered priority and / or strategic for national development.

The agreement instructs the agencies and entities of the federal public administration to grant provisional authorization to submit and / or obtain the opinions, permits, or licenses necessary to start the projects or works included in the agreement to guarantee their execution. timely, the expected social benefit, and the exercise of the authorized budgets.

It provides that the provisional authorization will be issued within a maximum period of five business days from the presentation of the corresponding application.

If the provisional authorization is not issued within that period, it will be considered positively resolved.

The provisional authorization will be valid for 12 months to obtain the definitive authorization.

The President of the Republic mentions in the recitals that Mexico requires infrastructure to promote its development in an inclusive manner and bring opportunities to the most lagging regions.

And he emphasizes that the purpose is for the current administration to continue to promote and consolidate the projects that will lead the Nation to achieve economic growth and thereby achieve social well-being.

The agreement is signed, in addition to the president of Mexico, the secretaries of the Interior, Adán Augusto López, of Defense, Luis Crescencio Sandoval, of the Navy, José Rafael Ojeda, of Security, Rosa Icela Rodríguez, of the Treasury, Rogelio Ramírez, of Welfare , Javier May, from Environment, Luisa María Albores, from Agriculture, Víctor M. Villarreal, from Energy, Rocío Nahle, among others.

With this agreement, the president of Mexico will be able to carry out any project or work without any obstacle and with the immediacy that he deems appropriate.

In fact, he had already been doing it with his flagship works. Now, with this agreement, the practice of not requesting permits is generalized.
