Labor reform: Scars in the CEOE

After almost a year, the Government can wield a labour reform agreed with the unions and the patronal. After a long journey during a part of which the leading role was taken by the definition or denomination of what was going to be done (that if repeal, Yes change, Yes reformulation…), all three parties can ‘sell’ a success, despite the fact that none of them has achieved 100% of what they wanted. That, in fact, is the essence of any agreement between parties who defend different, if not opposite, positions. Something that has been repeatedly shown possible in the social dialogue (with a dozen agreements) and how little (or nothing) we see in politics.

Face to Brussels, which must ratify that one of the essential requirements is met to receive new deliveries of funds’Next Generation’, and that prioritized the fight against temporality, an important requirement is met: a reform involving both the representatives of the workers as of the businessmen. We will see if the agreement is considered sufficient to reduce the precarious labor market. Now it will be the turn of the council of ministers next Tuesday and, later, of ratification by the Congress of Deputies. But one of the great challenges has been overcome.

But, despite not being a repeal or total dismantling of the labor regulations approved in 2012 by the PP, this agreement leaves its mark. And not only because of the satisfaction that some may feel and the political profit that the second vice president and minister of Labor will have to administer, Yolanda Diaz; the first vice president, Nadia Calvin; and the president himself Pedro Sánchez; or the possibilism shown by the UGT leaders, Pepe Alvarez; and from CCOO, Unai Sordo. Rather because of the discrepancies that have surfaced within the CEOE. Not even the Catalan employers Work Promotion; nor the Madrilenian, CEIM, nor the car (Anfac), nor the field (Asaja) are in agreement with the agreement.

This discrepancy reveals profound differences within this organization, which remained larvae. The strategy of minimize damage for which the president has chosen, Antonio Garamendi, bothers not a minor part of the entity. And that, as with any wound, we will see if it leaves scars in the organization and to what extent.
