IFT declares winners to AT&T and Telcel of 3 spectrum blocks for 4G-LTE coverage

The Federal Institute of Telecommunications (IFT) issued the resolutions by which it determined the ruling in favor of the winners of the IFT-10 Bid, to concession the use, exploitation and commercial exploitation of the frequencies 814-824 / 859-869 MHz, 1755-1760 / 2155-2160 MHz , 1910-1915 / 1990-1995 MHz and 2500-2530 / 2620-2650 MHz, for the provision of mobile services.

The IFT determined to establish the conditions that the winning participants must meet AT&T Digital Communications of Blocks A1 and A9.01 and Radiomóvil Dipsa (Telcel) of Block C1.

Both companies were the participants with the highest valid bids of the blocks for which they submitted bids, according to the result of the bid submission procedure, which took place on September 30 and October 4, 2021, when proposals were received. for the allocation of 41 blocks of spectrum for mobile telephony and internet services available in the 800 MHz, AWS, PCS and 2.5 GHz bands, which will allow mobile telephony and internet services to be provided.

In total, offers were received for a total amount of 1,350.8 million pesos, payable prior to the delivery of the concession.

The payment of the amounts offered in the tender is independent of the annual payments that must cover the concept of rights for the use, exploitation and exploitation of the radioelectric spectrum established in the Federal Law of Rights (LFD).

It should be noted that, as a result of this bidding process, the blocks of the AWS bands (1755-1760 / 2155-2160 MHz), PCS (1910-1915 / 1990-1995 MHz), both with national coverage, and 36 of the 37 blocks of the 800 MHz band (814-824 / 859-869 MHz) with coverage in the basic service areas of the states of Aguascalientes, Campeche, Colima, Chiapas, Hidalgo, Guanajuato, Guerrero, Mexico, Michoacán, Morelos, Nayarit, Oaxaca, Puebla, Querétaro, Quintana Roo, San Luis Potosí, Tabasco, Tlaxcala, Veracruz, Yucatán, Zacatecas.

In accordance with the above, the assigned spectrum complements the current tenure of the winning participants in the 800 MHz and 2.5 GHz bands.

Likewise, a block was assigned with coverage in the Valley of Mexico area in the 800 MHz band, which corresponds to one of the areas with the greatest economic development in the country, which contrasts with the blocks that were left deserted in regions with greater lag in mobile communications services in the center and south of the country, and in particular in Oaxaca, Guerrero and Chiapas, which does not favor the reduction of the digital divide in the most disadvantaged areas of the country.

This fact is added to other evidence that the high amounts charged for the use of the radioelectric spectrum inhibit participation in tenders, cause the return of the spectrum and become an artificial barrier to the entry of new competitors, facts that the IFT has reiterated on various occasions and forums.
