A man who was a fugitive in Latin America for five years after fatally shooting another man in Nova Scotia is out of jail on day parole.

Steven Douglas Skinner was sentenced in September 2019 to 11 years in prison for manslaughter in the April 2011 death of Stacey Adams in Lake Echo, NS

Skinner was initially charged with second-degree murder, but pleaded guilty to the manslaughter charge after an agreement was reached between Crown prosecutors and his defense attorney just before his trial.

Skinner was given five years’ credit at the time of his sentencing for the time he spent in custody awaiting trial, leaving six years to serve his prison sentence.

An international warrant has been issued for Skinner’s arrest shortly after Adams’ death, and he has been accused by South American authorities of being a “king game” drug cartel, an allegation he made last fall during a Canadian Parole Board trial denied it.

Under Skinner’s six-month day parole granted on Oct. 29, he has to live at a halfway house and return every night while abstaining from drugs and alcohol. He cannot associate with known criminals or have contact with the family of his victim.
