Exporting companies from Querétaro close 2021 with uncertainty

Querétaro, Qro. Companies in the maquiladora and export manufacturing industries close the year with uncertainty, in the face of constant regulatory changes.

Regulatory adjustments and expectations generated by reform proposals such as electricity, characterize the stage in which this industry is, said the president in Queretaro of the National Council of the Maquiladora and Export Manufacturing Industry (Index), Enrique Quezada Ojeda.

We are in a stage of uncertainty, with many regulations, but the majority (of the member companies have) big projects for the future, just see how this chess goes with the new reforms, if the energy comes or not “, said.

The concerns of the companies, he said, vary according to the line of business and the conditions of the same. Some of the changes that have kept them in suspense are the reform in electrical matters, the proposal to eliminate the WHAT (Advance Price Agreement) and the changes that accompany the reform in labor matters.

“I think it is a bit of everything, it depends on whether it is a company that has invested a lot in renewable energies and is going to be concerned about the reform in electrical energy. A company with high levels of fixed assets will be concerned about the elimination of APA. If you are a company that does not have a union, you may be concerned about the labor issue. Each one has its details, but that is what we are talking about, that they give us that certainty, that they tell us how it is going to be to move there ”, he declared.

In the industry, he said, there is constant wear and tear in anticipation of regulatory changes; He added that the industrialists are in favor of complying with the applicable regulations, however, they ask for clarity on these changes, since it implies adjusting internal processes of the companies and in their supply chains.

“It happened to us that a year ago the withholding for services came out, of 6% VAT, it was a lot of negotiation with suppliers, we finally had everyone and they take it away, so that is what is wearing away, rather than worrying is wear because they change ”, he commented.

In the same sense, he explained, it happened with the obligatory nature of the new complement letter of carriage to prove the legal stay of goods or merchandise that transporters mobilize, a fiscal procedure that the Tax Administration Service (SAT) extended one month, from December 1 to January 1 of the following year.

“The consignment note. We are running and doing everything and suddenly they change it (to take effect). It is that uncertainty, it is that wear and tear of not seeing what it is that I do or do not have to do, that is what has us worried, that wear of not having for sure what it is that has to be done to be able to implement and comply ”, He explained.

Currently, the National Council of the Maquiladora and Export Manufacturing Industry associates 35 companies in the state, with the objective of increasing membership.
