The city’s independent Montréal Public Consultation Office is leading the public consultation on the city’s special planning program to transform the 60-hectare industrial area into what the city calls an “eco-quartier.” The consultation, which began in April, will begin hearing from the public in person on Thursday.

The special planning program for the sector, which is bounded by Victoria St., the Canadian Pacific railway tracks, 6th Ave. and the Lachine Canal, calls for construction of 7,400 residential units, including condos and townhouses, which will bring nearly 15,000 new residents . It also calls for parks, offices, public buildings, an elementary school and a sports and community centre.

The current population of Lachine borough is 45,000.

The permitted height of residential buildings would be as high as 15 storeys under the special planning program. The city plans to set no minimum number of parking spaces that developers will have to include with each of their projects. However, the special planning program stipulates 80 per cent of parking spaces will have to be indoors. It also sets a maximum ratio of parking in each project of 0.9 spaces per housing unit, or 0.7 spaces if the project is less than 500 meters from a public transit station, such as a tramway or train station.

Montrealers can also comment on different aspects of the development plan on the OWHC’s website.

Once approved by city council, a special planning program becomes part of the city’s urban plan.
