Cost of some Banco del Bienestar branches increased by up to $2 million

According to the report of the result of the audit of the Public Account 2020 of the Superior Audit of the Federation (ASF), the processes of construction and acquisition of furniture for some branches of the Banco del Bienestar did not have sufficient studies for the elaboration of the Executive Project.

The foregoing resulted in the cost of certain offices increasing by up to 2 million pesos, going, on average, from 2 million to 4 million pesos.

The document specifies that the construction and acquisition of furniture and administrative equipment for 49 branches in different entities of the country were verified, and observations were determined for an amount of 118.3 million pesos.

“Observations were determined for 118.3 million pesos, due to the fact that the referred processes did not have sufficient studies for the elaboration of the executive project, which caused that in the 49 verified branches, work was carried out outside the catalog and modifications, which increased the cost of each branch up to 2 million pesos”, states the document.

The report mentions that, in addition, the supporting documentation of the performance of the work consisting of estimates and generating numbers that support the disbursement of the expenses incurred was not accredited, and that the payment vouchers for the acquisition of furniture and equipment were not provided. for a sum of 117.2 million pesos.

Likewise, it states that for these cases, the procedures, permits, licenses and rights of the real estate on which the works would be carried out were not carried out or obtained before the start of the works.

It is pointed out that there is no legal certainty of possession or availability of the buildings in which the works would be carried out to the Ministry of National Defense (Sedena).

Other observations for 64.5 million pesos

Similarly, the report indicates that 64.5 million pesos were observed that were allocated to the review of the contract for the provision of “software factory services for the development of Punta-Punta projects and operational support of Bansefi information systems ”, celebrated with the Center for Research and Innovation in Information and Communication Technologies (Infotec), for payments amounting to 47.4 million pesos, for work orders related to the development and installation of a new core banking system.

However, it is specified that said system is not installed or operating, and its personnel are unaware of its location and existence.

“Additionally, it was observed that the core banking system that was operating at the date of the audit did not meet the needs and capacities required to support the bank’s operations,” the document reads.
