Conflict of Civil Guards with the Government due to salary differences with the Police

When the mobilization of the Jusapol platform against the Government in the street is still recent, on the 27th, the Unified Association of Civil Guards (AUGC), until the last union elections, which was the majority union association in the armed institute, has announced this Tuesday a “rupture of institutional relations” with the Executive of Pedro Sanchez.

In the background, the complaint of other wage discrimination. This time it is not the difference in remuneration with Mossos and Ertzainas -the conflict that gave birth to Jusapol- but an internal step between the State security forces: the national policemen receive bonuses that the Interior -the same employer- does not pay to the civil guards .

The difference becomes apparent in Catalonia, where the police charge a territoriality bonus of 43.57 euros per month, 57.58 if the work is carried out in the city of Barcelona, but it is higher in Madrid (190.45 euros plus), Las Palmas and Tenerife (151.22 euros) or the Basque Country and Navarra (701.83 euros per month).

The National Police bonus table has been in place since 1995, while for the Civil Guard there is no provision for equalization. It was stated by the general director of the Corps, Maria Gamez, in appearance in the Senate on November 25. “Our regime of service, our peculiarities of the service make that they cannot be equivalent”, said in reference to the remuneration of the guards and the policemen.

Aid in Cádiz and the ‘Empty Spain’

An amendment to the General Budgets presented by the Canary Coalition proposed that the remuneration be equalized in that territoriality bonus, but it was rejected. “The Government of Spain has been since its formation breaking their own electoral promises in relation to the civil guards “, says a note made public this Tuesday by the AUGC.

The association also requires the guards to collect the same “turnicity bonus” that the Interior pays in the National Police. And also, a salary bonus “to the units of Emptied Spain”, to defray the damages and needs that destinations in those demarcations cause the guards.

Among the reasons for breaking with the Government, the AUGC also uses two of its usual demands: one, that the Cádiz province, due to the special incidence of the fight against drug trafficking, it is declared a ZES (Zone of Special Singularity) for the purposes of retribution, as was declared in the 1980s by the Basque Country and as requested for Catalonia in 2017 and 2018 due to the outbreak of the procés.

The other traditional claim that is wielded in this breakdown of relations is the implementation in the Civil Guard of a system of Work shifts “Like the existing one in the National Police Corps, so that the same number of real hours of service is performed annually in both corps,” the AUGC requires.
