Climate change forces the implementation of a model based on renewable energy under state supervision, experts agree in public parliament

The State must guarantee people’s access to electricity, as a social good that can make the difference between life and death in situations such as disease or climatic events. However, the state of emergency of climate change requires the implementation of a model with the majority of renewable energy, which a state can not afford, but must monitor, analysts in the seventh forum of Open Parliament after discussing the initiative to reverse the energetic reform of 2013 in electrical matters.

In dialogue with the Political Coordinating Council of the Chamber of Deputies, Luis Barragan Serraexecutive director of the Energy Initiative of the Tecnológico de Monterrey at the School of Government and Public Transformation, ensures that the country should discuss the transformation to digitization and migration to the 4G network of the electrical system, to the transmission, distribution and hence the availability of energy in the country, and not in the property of generation, which is only an initial aspect of the energy chain.

“We must discuss in the light of the threat of the climate change and all the services that need to be insured, which is a priority, climate change is here and focusing on the obscurantism proposal we have in this initiative is going to lead us to leave whole generations in energy vulnerability, ”said Barragán Serra.

Rosio Vargas SuarezCISAN and UNAM researcher said that electricity is a strategic goods for a governmentsince “the difference between life and death can be electricity” and the State must be the guarantor of this access, otherwise he will fail in his work.

“Electricity is a public good, indivisible. In the context of the market, this foundation is forgotten and excesses are committed, as was done in the previous reform, “he claimed,” national security is completely linked to energy security and an imbalance between supply and demand has fallen in networks. at physical risk and must be repaired “, said the specialist.

Fernando Zendejas-Reyesformer Deputy Secretary of Electricity of the Ministry of Energy (Later) explained that thanks to the changes implemented in 2013, 12,000 megawatts of clean energy were installed, out of the 157,000 installed capacity in the country. Last year closed with a 29% share of these energies and it will be difficult to reach a 35% base of these energies to guarantee energy and national security, if the order of dispatch is changed, as suggested by the reform initiative.

“It’s not a matter of rhetoric, it’s a matter of public health and safety. The generating plants have a useful life, they are not perpetual, and the transmission and distribution lines need to be modernized. Is there enough money to do everything yourself? ” said Zendejas.

At the same time, Guillermo Nervaez Elizondo, general director of CFE Distribución, recalls that the open seasons were canceled after 2013 so that those who settle in the country contribute to the financing of the networks. So they settled where they wanted, with rule changes in which independent energy producers already represent 30% of the Federal Electricity Commission’s generation (CFE), while permits have been granted for an additional 100,000 megawatts, and they must start work despite the fact that the maximum demand is 50,000 megawatts, when between 15% and 20% of reserve capacity is required.

“The auctions contribute only 1.2% of the generation, it must be recognized that the current legislation aims to strengthen private capital and it must be amended, it is a matter of national security,” he assured.

energy poverty

Karla Cedano Villavicencio, president of the National Solar Energy Association (ANES) and head of Technology Management at the UNAM Renewable Energy Institute, explained that energy poverty affects more than 28% of households in Mexico, as more than 30% of a household’s income going to energy. , it is in states of energy poverty.

“Affordable, renewable and renewable energy is everyone’s responsibility, but the stewardship must be from the state,” he reiterated, “the biggest mistake we can make is to put more nuclear energy, because we remain in the hands of the capitals that control the fuel, and the remnants and those are not ours, ”Cedano said.

Carlos Morales SeeDirector of Operations of the CFEremember that the country obtained 52% of its natural gas for electricity generation from its national production, but this year it reached 70% of imported gas, with the legal amendments and cost policies that the current law has, which encourages change because the country is in a situation of vulnerability due to this situation of dependence on foreign gas.

“Because the auctions and the current model make economic sense, not national security”, the national electricity system is violated, there is a high nodal concentration of renewable energy with 11 of the 82 existing shipping nodes with all the renewable energy ready to go without infrastructure to be sent. for them to join, there is an oversupply of capacity, the simulation of self-sufficiency is protected, IPPs are allowed to generate surpluses by taking revenue away from the CFE and the way to reverse all this damage is with the proposed reform ”.
