Blockades and claims, in discussion of 1,994 reserves of the PEF 2022

The plenary session of the Chamber of Deputies is once again confronted. In a second day of discussion to approve, now in particular, the Expenditure Budget of the Federation (PEF) 2022, the blockades by civil organizations to the accesses of the San Lázaro enclosure, as well as the shouts and fights between the legislators of the different banks, marked the discussion of what it intends to define the total spending for the following year.

The deputies have the task of discussing and, where appropriate, approving 1,994 reservations that were presented for PEF 2022. The deadline to approve the budget is November 15. At the close of this edition, none of the reservations presented was approved and they called a recess with the slogan to resume today at 9 in the morning.

Around noon, given the news of blockades of the entrances and exits of the enclosure located in San Lázaro, PAN deputies requested that the Board of Directors give a report on what was happening, and the accesses through which, if necessary, the staff I could go in and out.

“We have characterized ourselves by respecting the demonstrations. And there should be no concern about the exit because, with the number of reservations that there are, I believe that from today to Sunday we will continue here. So I ask the PAN to relax and assume that there is no need to leave, ”said Morena deputy Gerardo Fernández Noroña with a certain amount of mockery.

The PEF 2022 contemplates resources for just over 7.08 trillion pesos, which represents a real annual growth of 8.6 percent.

Within the budget, it is contemplated that health spending will increase 15.2% to continue facing the Covid-19 pandemic. In addition, support continues for the government’s flagship programs and works, such as the Pension for the Welfare of Older Adults, the Mayan Train, the Construction of Dos Bocas, among others, despite criticism from the opposition who questioned the benefit. social and economic that they can generate.

In the case of investment spending, a figure is proposed, which is also historical, for 982,287 million pesos, 14.3% more than what was approved for this year.

Another increase that stands out is the one that refers to federalized spending, which will be just over 2.1 trillion pesos, 4.9% more than this year, and the largest increase in the current six-year term.

Labor justice reform, affected by cuts

An issue that was discussed in plenary session was the cuts to autonomous branches, such as the INE, the Federal Judicial Council (CJF), the Supreme Court of Justice of the Nation (SCJN) and the Chamber of Deputies itself.

The opinion of the PEF proposes a cut of 2,935 million pesos to the CJF. This, said a day before Minister Arturo Zaldívar, who chairs the Council, puts at risk the reform that is essential for Mexico’s relationship with the United States. “Without this, that relationship does not work.”

“The Judicial Power of the Federation included in its PEF 2022 project an amount of 1,103 million pesos, to pay for the risk bonus for ministers, magistrates and judges. This special payment is not supported by any constitutional or legal provision. There is no legal device that requires citizens to pay them that amount of money, “criticized Brenda Espinosa López, from Morena.
