“This responsibility falls on private entities, but also on citizen security and civil protection authorities of the state government. By virtue of this, I have ordered the replacement of the Secretary of Citizen Security, Miguel Ángel Contreras Álvarez and the head of the State Coordination of Civil Protection, Carlos Rodríguez Di Bella.
