“Factories no longer smoke from their chimneys, they work on bytes and big data.” With this somewhat hyperbolic but very graphic phrase, Rogelio Velasco usually explains, Minister of Economic Transformation, Industry, Knowledge and Universities of Andalusia, the incessant process of digitization of the economy.

It is this irrefutable fact of digital transformation that forces us to go one step further. Elías Bendodo, counselor of the Presidency, recently explained that “precisely because of this process of continuous digitization is why society and companies, and not only the administration, we must be more protected “.

From there arises, “as they are doing, logically, in any corner of the world”, the idea of developing what will be the Andalusian Cybersecurity Strategy 2022-2025.

The Governing Council of the Junta de Andalucía has approved the formulation of this strategy, the general planning instrument of the regional administration for cybersecurity policies and that will be coordinated and prepared by the Ministry of the Presidency, Public Administration and Interior, through the Digital Agency of Andalusia (ADA).

At the regional level, and aligned with national and European reference frameworks, it is necessary to have a Roadmap that allows progress towards a safe and reliable digital society, positioning Andalusia among the most advanced digital economies, sources from the Board have explained.

The digitization is one of the priority axes of action of the Andalusian government, which is currently immersed in a process of digital transformation led by the Andalusia Digital Agency and in which cybersecurity stands as a strategic pillar.

In this way, the Andalusian Government pursues protect Andalusian society as a whole against cybercrime and, in addition, take advantage of the high growth potential of the cybersecurity sector in Andalusia so that it contributes to the creation of wealth and employment in our region, without renouncing the achievement of the Sustainable Development Goals (SDG) and goals established in the 2030 Agenda.

Prevention, detection and response

One of the aims of the Andalusian Cybersecurity Strategy 2022-2025 is to strengthen the security of the public administration.

Thus, the capacities of prevention, detection and response incidents in the administration of the Junta de Andalucía through advanced cybersecurity services.

But it is also intended to cooperate and collaborate in order to extend the protection capacity of the set of public sector entities Andalusian, city councils, provincial councils and other public entities.

The Andalusian Cybersecurity Strategy is a roadmap that allows progress towards a safe and reliable digital society.

Likewise, it will strengthen the governance and risk management structures in the regional administration, seeking regulatory compliance, coordination and cybersecurity specialization of public employee personnel.

The strategy also foresees improve the digital skills of citizens and will prepare future professionals in the cybersecurity sector. But as the Minister of the Presidency said, the public administration is not going to be the only recipient of this strategy.

Thus, in addition to contributing to the economic development of Andalusia, it will also define and launch a package of actions to improve the cybersecurity level of Andalusian companies.

To achieve these ends, the Andalusian Digital Agency will prepare a draft Strategy In which those ministries and bodies with competencies in the field of trust and digital security of companies, employment, health and education will participate, without prejudice to the incorporation of other ministries and bodies during the preparation of the Strategy If necessary.

The draft of the Strategy document will be submitted to the public information process, for a period of no less than 15 days, prior announcement in the Official Gazette of the Junta de Andalucía.

Likewise, the mandatory reports required by the general applicable regulations will be collected, before the final text of the Strategy is raised to the government council for final approval.

An example: trusting a robot

The administration and companies, as explained from the Board, are in constant digital evolution and every day there are examples that demonstrate this.

Without going any further, these days the Andalusian regional government has implanted some computer robots using RPA (Robotic Process Automation) technology in the management of non-contributory pensions with the aim of improving the processing of these benefits, given the importance they have for one of the most vulnerable populations in Andalusian society.

This initiative is allowing a important streamlining in the annual controls carried out on the beneficiaries and the consequent benefit in the volume of files pending resolution.

These robots allow consultations for a total of more than 100,000 beneficiaries, in addition to the respective members of the coexistence units, which implies a significant administrative workload, which are the essential requirements to be able to implement task automation using RPA.

This technology allows you to configure a software to emulate the actions of a human interaction on computer applications. Among others, its main characteristics are that it is a non-invasive technology, has an increase in full-time performance and high levels of reliability and traceability.

And precisely that reliability and traceability is possible thanks to technological processes that make this type of communication secure.

The cybersecurity strategy, in this and many other examples, will make this new technological relationship between the citizen and the administration much more reliable.
